Ethio telecom seeks to engage a professional Media Monitoring and Booking Support Agency to ensure the effective execution, verification, and optimization of its broadcast advertising campaigns. The service is intended to enhance accountability, enable accurate performance tracking, generate strategic insights, and support the continuous improvement of advertising investment effectiveness.

1.    Purpose

The purpose of this Expression of Interest (EOI) is to:

ü  Identify qualified and capable Media Monitoring Agencies.

ü  Create awareness among potential agencies regarding the upcoming requirement.

ü  Establish a shortlist of eligible agencies for participation in the subsequent sourcing (Request for Proposal/Quotation) process.

2.     Scope of Service

The Media Monitoring Agency shall be responsible for delivering comprehensive media tracking, verification, and strategic advisory services, including but not limited to the following:

ü  Develop and provide both short-term and long-term commercial and corporate communication plans for mainstream media, along with timely advisory support for immediate responses and reputation management.

ü  Systematically track, monitor, and verify advertisement transmissions across all agreed media channels in alignment with the approved media plan and broadcast schedule.

ü  Accurately confirm advertisement airing details, including dates, time slots, number of spots delivered, missed placements, and any compensatory airtime provided by media outlets.

ü  Conduct in-depth analysis of campaign performance, media trends, advertisement dynamics, and share of voice, and present findings through actionable insights and periodic analytical reports.

ü  Support the client in identifying missed or under-delivered spots and assist in formally requesting compensation from media outlets.

ü  Monitor and validate the delivery of compensated advertisements to ensure full compliance with agreed make-good arrangements.

3.    Eligibility Criteria for Media Monitoring Agency

           The Agency must meet the following criteria to be considered:

         1. Legal and Business Status

ü  The Agency must be a legally registered company with a valid trade license.

ü  Agency must have a valid TIN and VAT Certificates

ü  Submission all this certificate is mandatory.

        2. Relevant Experience

ü  Minimum 3–5 years of proven experience in media monitoring and analysis services.

ü  Demonstrated experience in monitoring: Broadcast media (TV & Radio) Online/digital media, social media platforms

o   Experience working with large organizations, corporates, or public institutions is preferred.

3. Human Resource Capacity

ü  Agency must have qualified Media analyst’s personnel

4.     Financial Capacity

ü  Submission of audited financial statements for the last 2–3 years.

ü  Demonstrated financial stability to sustain the contract duration.

5. Client References

ü  Provide at least 2–3 references/Testimonial letters from previous or current clients for similar services.

ü  Agency who did not work with Ethio telecom previously can register on our I-Supplier portal at www.ethiotelecom.et ( https://www.ethiotelecom.et/supply-chain-home-page/ and fill as per  template requests and attach the  all legal Documents That It Requests

5.    Important Instructions and Submission of Responses

      a)    Be sure to response the document in paper folder if you submit hard copy on the stated office.

      b)    The attachments should be submitted in folder properly when your response is submitted by e-mail.

Ethio telecom reserves, at its sole discretion the right to select or reject either totally or partially any or all proposals made in the context of this EOI. Any such decisions made will be final and no correspondence will be engaged into other than for the purpose of informing the suppliers for the outcome.
